eficiente posible de los recursos existentes, que siempre son limitados.
Auditoría del proyecto transnacional:
Verificación de la legalidad y regularidad en la puesta en marcha de los recursos
destinados a la realización del proyecto
Beneficiario:
Colectivo de personas u organizaciones que recibe mejoras en su
funcionamiento, calidad de vida o entorno gracias a la realización del proyecto.
Bloques de trabajo:
Procedimiento de agrupación de las actividades del proyecto con el objeto de
mejorar la asignación eficiente de los recursos. La creación de los bloques de trabajo
se realiza normalmente en función de la similitud de los recursos empleados para su

Distribución de las acciones del proyecto en períodos de tiempo concretos. Se suele
representar de forma esquemática en una tabla con las unidades temporales en el eje
horizontal y las acciones en el eje vertical.
Carta de compromiso:
Documento a través del cual los socios se comprometen a participar en el proyecto y
definen los términos de esa participación, con especial atención a las cuestiones
relativas a su cofinanciación.
Cofinanciación:
Financiación de un proyecto por parte de varias organizaciones. Los proyectos
cofinanciados por la Unión Europea suelen exigir un determinado porcentaje de ella por
parte de sus socios.
Complementariedad:
Capacidad del proyecto de integrarse en la estrategia global de la unión Europea y actuar
conjuntamente con otras intervenciones para satisfacer las necesidades de la Unión.
Contabilidad del proyecto transnacional:
La contabilidad del proyecto transnacional es una responsabilidad del socio líder del
proyecto. No obstante, se da la peculiaridad en este tipo de proyectos de que la
contabilización física de los documentos contables se realiza directamente en los
partners que ejecutan las actividades.
Control interno:
Mecanismos de control existentes para verificar el correcto uso de los
recursos y los resultados de las actividades de cada uno de los socios. Dada la
dispersión geográfica es necesario contar con mecanismos de control interno
explícitos durante la realización de los proyectos transnacionales.
Control presupuestario:
Mecanismos que sirven para conocer el ritmo de gasto de las diferentes partidas
presupuestarios y la desviación en un momento determinado de los gastos reales

Representación gráfica de las actividades que componen el proyecto. En la dimensión
vertical se relacionan las actividades (una por línea) y en la dimensión horizontal el
tiempo de realización. El diagrama de Gantt debe recoger las fechas previstas de inicio y
final de cada actividad.
Difusión:
11. Conjunto de acciones destinadas a dar a conocer los resultados del proyecto. Puede
realizarse a través de diferentes medios: publicaciones, páginas web, productos multimedia,
jornadas, redes sectoriales...
Diseminación:
Acciones realizadas para conseguir que los resultados del proyecto lleguen al mayor
número de beneficiarios posibles.
Efecto multiplicador:
Ampliación de los efectos/resultados de un proyecto gracias a la difusión a gran
escala del mismo.
Equipo de proyecto:
Grupo de personas que, con grados de dedicación determinados, participan en la
elaboración de los proyectos transnacionales. Debido a la complejidad de los mismos puede
suceder que el equipo esté compuesto de varios subequipos especializados.
Especificaciones de proyecto:
Características exigibles al resultado del proyecto por los responsables que definieron los
objetivos. Las especificaciones del proyecto deben ser claras y concretas de modo que
pueda valorarse con certeza la consecución de las mismas.
Estructuras de Desglose de Trabajo (EDT):
Herramienta diseñada para organizar y jerarquizar las actividades y acciones que se
deben llevar a cabo para conseguir los objetivos
de un proyecto. La identificación de todas las acciones permite estimar con mayor precisión
los recursos necesarios, duración y presupuesto.
Estudio de viabilidad:
Estudio previo sobre las características técnicas, económicas y financieras del
proyecto a fin de determinar las posibilidades de realización y éxito del mismo.
12. Gastos elegibles:
Gastos que son susceptibles de ser financiados por parte de los instrumentos
financieros de la Unión Europea.
Gastos generales:
Gastos que corresponden a las partidas básicas para poner en marcha un proyecto
transnacional. Se trata de gastos que no pueden ser asignados o imputados a ninguna
actividad concreta. Incluye conceptos tales como locales, asistencia jurídica, teléfono, fax,
material de oficina, etcétera.
Hojas de tiempo:
También son conocidas como hojas de dedicación. Se trata de un documento que
recoge las distinta dedicación en tiempo de las personas del equipo a las diferentes
actividades del proyecto. Son un elemento básico para el control presupuestario e
imprescindibles para la justificación de los gastos de personal de los partners.
Indicadores:
Datos operativos extraídos a partir de los objetivos y resultados que pretenden
cuantificar y mostrar el impacto que el proyecto está teniendo en sus diferentes aspectos
(beneficiarios, calidad, cantidad, tiempo, etcétera).
Informe de seguimiento:
Informes periódicos que se realizan para mostrar la evolución del proyecto y que recogen
la evolución del proyecto transnacional en varias magnitudes: resultados parciales,
control presupuestario, dificultades que surgen, etcétera.
Innovación:
Proceso de introducción de nuevas formas de trabajo a la solución de problemas, ya sea
mediante las nuevas tecnologías, productos, servicios o procesos. También puede ser
mediante el intercambio de experiencias procedentes de otra zona geográfica.
13. Involucrados:
Todos aquellos organismos, instituciones y colectivos que tienen algún tipo de interés en el
desarrollo del proyecto. Corresponde al concepto inglés de stakeholders.
Know-how:
(Savoir faire) Anglicismo de uso común que se refiere al conocimiento y habilidades
necesarias para la realización de un proyecto. El know-how generalmente se adquiere
a través de la experiencia y la realización de tareas similares.
Socio líder:
En el contexto de los proyectos transnacionales la organización líder es la que asume la
responsabilidad del proyecto frente a los que la financian. Esta responsabilidad
implica tanto el impulso y correcta realización del proyecto como el uso correcto de
los recursos financieros utilizados.
Lobby:
Es un anglicismo de uso común que se utiliza para todas aquellas actividades
relacionadas con mostrar el proyecto a todas aquellas instituciones con posibilidad
de financiarlo, a fin de conocer el grado de predisposición a participar en el mismo. Aunque
se trate de una palabra con connotaciones negativas por relacionarla con el uso de
influencias se trata de una actividad positiva que permite conocer la posición de los
posibles financiadores frente al proyecto.
Oficina de Asistencia Técnica (BAT/TAO):
Organizaciones encargadas de apoyar a los participantes de un Programa determinado
y controlar la calidad de los proyectos transnacionales para la Comisión Europea. Se
trata, en realidad,de una consultoría especializada que está a disposición del equipo
de trabajo para tratar los problemas que surjan en el desarrollo del proyecto.
Partenariado:
Adaptación aceptada a partir de la palabra partner para definir a los socios participantes en
un proyecto transnacional.
14. Socio local:
Socio que participa en el proyecto transnacional en beneficio del desarrollo
económico y social de su zona de influencia. Usualmente coincidirá con la de uno de los
socios principales. En ocasiones puede ser incluso un miembro del comité directivo local
del proyecto en su área. Suelen cofinanciar el proyecto en alguna proporción. No se
incluye en esta definición a aquel organismo o persona que participa como experto o
prestatario de servicios concretos ni a sus beneficiarios.
Socio principal:
Organismos responsables de la organización de los trabajos y de la colaboración
local en su zona respectiva. Es miembro del Comité Directivo del proyecto y
participa en las decisiones fundamentales. Asimismo se ocupa de las relaciones con
el responsable y con el resto de los socios.
Socio responsable:
Socio beneficiario de la subvención comunitaria y responsable de la ejecución del
proyecto y de la correcta utilización de los fondos comunitarios frente a las instituciones
europeas. Normalmente preside el comité directivo del proyecto y se encarga de la
coordinación general.
Porcentaje de cofinanciación local:
Tanto por ciento del costo total del proyecto que es aportado por los socios u
organizaciones asociadas.
Porcentaje de financiación europea:
Tanto por ciento del costo total del proyecto que aportan los fondos comunitarios.
Perennización:
Conjunto de acciones destinadas a garantizar la continuidad de los resultados e influencia
del proyecto una vez finalizada la financiación comunitaria.
Periodo de elegibilidad:
15. Plazo de tiempo durante el cual los gastos efectuados son justificables dentro del
desarrollo del proyecto y susceptibles de ser cofinanciadas por los fondos comunitarios.
