Let me start my presentantion with good news.
LAC is the region in the world that have had more advance in terms of erradication of hunger in the lasta 2 decade
Caribbean reduced in 30% and Latin America in close to the 50%
In this regard
The region in adverage is close to achieve the MDG target relationed to hulving the proportion of hunger for 2015
In 2013 12 of the countries that already achieved the third target of the MDG are part od LAC
There are different ways to measure hunger and food insecurity but in general terms the tendency at regional level is positevily similar althought there are still cointris with big problems
If we review the different efforts that this region made during the last 20 years It is possible at least to identify comun patters that could explain part ot his suscefull history.
Those called “Key Factors” that made it happend could be sumarized in the next 3 elements;
Democratic consolidation and the Promotion of Human Rights
Economic growth and inclusiveness
Political will and better governance
Efectively this region on average has enyoied an historical process of econimical growth during dring the first decade of this Sigle. Increasing on average more that the average of the world. This allows that many countries had finscal space to promote public policies
This goos economical situation allows the region decrease sustatively the percentage of poverty.
When this positive context has been combined with public policies designed to reduce incomes inequelity and poverty, the impacts have been impresived. That could be shoy trhough GINI indicator
This regiona has been riched also in political declarations, agreemnts, summits at different levels that express part of the political will neccesary to erradicate hunger
This political will has been transformed also in State political will throught the recognition os human right to food at constitutional level
15 of the 24 countries that recognize the Right to Food at Constitutional level be in Latin America and the Caribbean
Considering food as a basic human right like health, social security or education is not so obvious and it must implies important consequences not also at legal but also in the desigm implementation and evaluation of public policies to promote food secutity
Protección del derecho a la alimentación para todos: Bolivia, Brasil, Ecuador, Guatemala, Guyana, México, Nicaragua, Haití
Protección del derecho a la alimentación para grupos específicos: Colombia, Cuba y Honduras
Protección implícita dando rango constitucional al PIDESC: Argentina, El Salvador, Costa Rica.
Se hace una vinculación indirecta a través del derecho a la salud y la seguridad social: Chile, Perú, Uruguay, y precisamente El Salvador,
Reconocer el proceso que se está llevando en la actualidad para señalar explícitamente este Derecho en la Constitución de El Salvador y animarles para que finalicen esta iniciativa que inicio el pasado año próximamente.
In consecuence, any coordinate and integral national policy, plan or strategy has to considerate measures to track inmediate consequeneces of hunger and work complementary in structural cuases. That is what we call twin track apporach. The countries thar are able to combine both tracks at the same moments in to an scale relationed to the problems who is facing the countries are doing a sustative achive
Those policies in a very simply manner have to combine work in social protecion side combining at leat efforts in rural labour marjekts and promoting small holder production in a sustainable manner.
