The main motivations that led us to write this paper are: The known importance of innovation as a key factor to achieve competitive advantages, even for small firms. The need to understand a problem in the Spanish economy. This problem is related to the lag pf productivity in Spain as a consequence of a lag in innovation. In fact, the European Trend chart for Innovation classifies Spain in group of low innovative economies. So we think that a better understanding of barriers to innovation will help firms (small and medium sized firms) and Public Administrion to overcome them.
