Weak networking tradition among local firms. These regions are usually characterized by a low degree of cooperation among enterprises, especially SMEs, and between public and private sectors. Networks allow SMEs to tap various synergies and complementarities that can lead to dynamic long term comparative advantages, including:More rapid access to innovations - networks between enterprises and research institutions are critical vehicles for dissemination of new technological and managerial breakthroughsMore effective participation in value chains and growth potentials in a highly competitive environmentEconomies-of-scale gains, such as reductions in transaction costs“… network failure - that is, situations in which network production would prove desirable were it to obtain but for some reason fails to emerge, survive, or meet expectations. Public officials who encounter network failures … fall back into the market failure paradigm and thereby adopt policies that either improves market functioning or subordinate markets to hierarchies rather than policies that build and support decentralized production networks.” (*)Shallow depth of local markets, especially for job and production inputs. SMEs generally only obtain their inputs locally (directly or through local intermediaries). Weak local Institutions (municipalities, business associations, universities, innovation centers, and other civil society organizations). These entities often lack the technical capabilities and experience to manage policy instruments and programs, and to promote institutional networks.
