The office of the Director General of Tourism {now merged with the office of Secretary (Tourism)} provides executive directions for the implementation of various policies and programmes. Directorate General of Tourism has a field formation of 20 offices within the country and 14 offices abroad and one sub-ordinate office/project i.e. Indian Institute of Skiing and Mountaineering (IISM)/ Gulmarg Winter Sports Project. The overseas offices are primarily responsible for tourism promotion and marketing in their respective areas and the field offices in India are responsible for providing information service to tourists and to monitor the progress of field projects.The activities of IISM/GWSP have now been revived and various Ski and other courses are being conducted in the J&K valley.

3. PRÓLOGO
El Ministerio de Comercio, Industria y Turismo, cumpliendo con lo establecido en el artículo 69
de la Ley 300 de 1996, promueve la creación de unidades sectoriales para cada uno de los
subsectores del turismo, las cuales forman parte del Sistema Nacional de Normalización
Certificación y Metrología.
El Instituto Colombiano de Normas Técnicas y Certificación, ICONTEC, el organismo nacional
de normalización, según el decreto 2269 de 1993 del Ministerio de Desarrollo Económico,
delegó el proceso de elaboración de normas técnicas a cada sector que lo requiera y determine
sus necesidades.
La Asociación Hotelera de Colombia – COTELCO, es la Unidad Sectorial de Normalización
encargada de elaborar normas técnicas sectoriales para el subsector de alojamiento, en los
ámbitos de: habilidades y destrezas del recurso humano, calidad en la operación hotelera y
calidad de los servicios, calidad de compromiso con el medio ambiente, entre otros. Igualmente
es la encargada de realizar la adopción y difusión correspondiente de las normas técnicas
sectoriales.
La elaboración de la norma fue llevada a cabo por el Comité Técnico de Clasificación de
Establecimientos de Alojamiento y Hospedaje, integrado por representantes de la industria
hotelera, delegados del Gobierno, la academia, usuarios y asesores que garantizan la
participación y planeación efectiva de la norma.
La NTSH 009 fue ratificada por el Consejo Directivo de la Unidad Sectorial de Normalización el
2008-02-28.

APARTAMENTOS TURÍSTICOS.
REQUISITOS DE PLANTA Y SERVICIOS
1. OBJETO
Esta norma técnica sectorial tiene por objeto establecer los requisitos que deben cumplir los
apartamentos turísticos para asegurar la calidad en la prestación del servicio.
2. REFERENCIA NORMATIVA
El siguiente documento normativo referenciado es indispensable para la aplicación de este
documento normativo. Para referencias fechadas, se aplica únicamente la edición citada. Para
referencias no fechadas, se aplica la última edición del documento normativo referenciado
(incluida cualquier corrección).
NTSH 006: 2004, Clasificación de establecimientos de alojamiento y hospedaje, categorización
por estrellas de hoteles, requisitos normativos.
3. ALCANCE
Los requisitos que se establecen en esta norma son aplicables, de manera general, a todos los
apartamentos turísticos.
4. DEFINICIONES
Para los propósitos de esta norma, aplican:
4.1 Apartamentos turísticos. Unidad habitacional destinada a brindar facilidades de
alojamiento y permanencia de manera ocasional a una o más personas según su capacidad,
que puede contar con servicio de limpieza y como mínimo con los siguientes recintos:
dormitorio, sala – comedor, cocina y baño.
4.2 Batería de baño. Conjunto de servicios sanitarios que ubicados en un espacio común
sirven para atender simultáneamente las necesidades de varios usuarios.

4.3 Contrato de hospedaje. El contrato de hospedaje en un contrato de arrendamiento, de
carácter comercial y de adhesión, que una empresa dedicada a ésta actividad celebra con el
propósito principal de prestar alojamiento a otra persona denominada huésped, mediante el
pago del precio respectivo día a día, por un plazo inferior a 30 d.
4.4 Cliente. Persona natural o jurídica que recibe un servicio.
4.5 Registro y acomodación (Check in). Proceso por medio del cual, se registra el ingreso de
uno o varios huéspedes al flujo de información de un establecimiento de alojamiento y
hospedaje.
4.6 Establecimientos hoteleros o de hospedaje. Se entiende por establecimientos hoteleros
o de hospedaje, el conjunto de bienes destinados por la persona natural o jurídica a prestar el
servicio de alojamiento no permanente inferior a 30 d, con o sin alimentación y servicios
básicos y/o complementarios o accesorios de alojamiento, mediante contrato de hospedaje.
4.7 Habitación. Cualquiera de las unidades de alojamiento en un establecimiento hotelero;
consta de dormitorio y cuarto de baño, aunque puede tener espacios y servicios adicionales
según la orientación hacía el mercado que caracterice el establecimiento.
4.8 Huésped. Persona que se aloja en un establecimiento de alojamiento y hospedaje,
mediante contrato de hospedaje
4.9 Planta. Sistema de instalaciones, equipos y servicios necesarios para el funcionamiento de
un establecimiento de alojamiento y hospedaje.
4.10 Par Stock. Número de elementos correspondientes a cada uno de los activos de
operación (lencería, vajilla, entre otros) de acuerdo con la capacidad instalada para la
prestación de un servicio.
4.11 Plan de emergencia. Se entiende como el conjunto de medidas y procedimientos
tendientes a salvaguardar la vida de las personas y bienes materiales de la empresa en caso
de alguna eventualidad (sismo, inundación, ataque externo, incendio o explosión) y minimizar
todas las demás consecuencias directas e indirectas que pudieran derivarse de la
eventualidad.
4.12 Programa de mantenimiento. Conjunto de uno o más mantenimientos planificados de
instalaciones físicas para un periodo de tiempo determinado y dirigidos hacia un propósito
especifico.
4.13 Registros de mantenimiento. Documento que presenta resultados obtenidos o
proporciona evidencia de actividades desempeñadas en el mantenimiento de las instalaciones
físicas.
4.14 Reserva garantizada. Estado que presenta una reserva, solicitada por una persona
natural o jurídica para uno o varios huéspedes en un establecimiento de alojamiento y
hospedaje, para una fecha determinada, que implica el compromiso que adquiere el
establecimiento de garantizar la habitación y el huésped de ocuparla, a través de un medio de
pago de garantía aceptado o expedido por el hotel.

5. REQUISITOS DE PLANTA
5.1 INMUEBLE
El apartamento debe tener como mínimo:
a) Programa o registro anual de mantenimiento correctivo y preventivo.
b) Iluminación en todas las áreas.
c) Un sistema alternativo de iluminación.
d) Extintor contra incendios con carga vigente.
e) Un mecanismo que permita visualizar el exterior.
f) Un Sistema de cierre en la puerta de entrada.
g) Un Sistema de cierre en las ventanas. (Cuando aplique).
h) Un baño por cada dos habitaciones.
5.2 BAÑOS
Los baños del apartamento deben tener como mínimo:
a) Ventilación mecánica o natural.
b) El piso antideslizante en seco y mojado.
c) Espejo, lavamanos, toallero o dispensador de toallas, portarrollos de papel. espejo, ducha y
sanitario.
d) Jabonera en el lavamanos y en la ducha.
e) Pasamanos de seguridad en la ducha.
f) Agua caliente y fría.
NOTA Aplica para climas con temperaturas inferiores a 18 ºC promedio.
g) Una presión de agua adecuada 2,0 galones a 2,5 galones por minuto.
h) Luz fría.
i) La adecuación para prestar el servicio a personas con discapacidad.
NOTA 1 Para apartamentos de construcciones nuevas.
NOTA 2 Opcional para apartamentos de construcciones antiguas.
j) Conexión para aparatos eléctricos con la indicación del voltaje cerca del lavamanos.

Las habitaciones deben ser mínimo:
a) De 12,15 m2
5.3.2 Climatización
El sistema de climatización del apartamento debe tener como mínimo:
a) Ventilación natural.
b) Ventilación mecánica (abanico, aire acondicionado, entre otros)
NOTA Aplica para climas con temperaturas superiores a 18 ºC promedio.
c) Un mecanismo de calefacción.
NOTA Aplica para climas con temperaturas inferiores a 18 ºC promedio.
5.3.3 Muebles
Las habitaciones deben contar como mínimo con:
a) Cama doble de 1,40 m x 1,90 m.
b) Cama sencilla de 0,90 m x 1,90 m.
NOTA Solo se permite en habitaciones auxiliares
c) Camas con colchón y almohadas.
d) Dos almohadas mínimo por cada huésped.
e) Un colchón por cada cama, con su fecha de rotación vigente.
f) Dos mesas de noche por una cama doble.
g) Un artículo decorativo en las paredes.
h) Closet o armario con puerta.
i) Perchero.
j) Tener a disposición del cliente cunas para niños menores de dos años.
5.3.4 Ropa de cama
Las habitaciones deben tener como mínimo :
a) Ropa de cama limpia sin manchas, ni descosidas, sin huecos o decoloración de los
tejidos.

b) Ropa de cama de genero 50 % poliéster 50 % algodón.
c) Un inventario (par Stock) dos juegos por cama.
d) Dos cobijas disponibles a solicitud del cliente por cama.
e) Protectores para colchones y almohadas.
f) Cubrelecho para cada cama.
5.3.5 Piso
Los pisos y/o tapetes deben estar:
a) Limpios, sin manchas y sin roturas.
5.3.6 Ventanas
Las ventanas del apartamento deben tener como mínimo:
a) Cortinas, persianas, Black out o similares.
b) Las cortinas, persianas, Black out o similares deben estar limpias, sin manchas y sin
roturas.
5.3.7 Iluminación
Las habitaciones deben tener como mínimo:
a) Iluminación general.
b) Una lámpara para leer.
c) El encendido y apagado conmutable cerca de las camas.
5.3.8 Toallas
Para el uso de toallas se debe:
a) Tener como mínimo un juego de toallas por huésped.
b) Tener las toallas limpias, sin manchas y sin roturas.
c) Tener las toallas para cuerpo de: 0,60 m x 1,20 m.
d) Tener las toallas para manos de: 0,40 m x 0,68 m.
e) Tener toallas faciales de: 0,30 m x 0,30 m.
NOTA Este requisito es recomendable, por lo tanto su cumplimiento es opcional
f) Tener roda pie de: 0,50 m x 0,76 m.

5.4 SALA – COMEDOR
5.4.1 Requisitos
a) Estar iluminados.
b) Contar con mobiliario mínimo para las áreas respectivas de acuerdo con la capacidad
del apartamento.
c) Contar con cubertería, vajilla y lencería proporcional al número de usuarios del apartamento.
d) Contar con ventilación mecánica o natural.
5.5 ÁREA DE COCINA
5.5.1 Requisitos
La cocina debe tener como mínimo:
a) Servicio de agua fría y caliente.
NOTA Aplica para climas con temperaturas inferiores a 18 ºC promedio
b) Ventilación directa al exterior.
c) Extractor de olores y humo.
d) Lavaplatos.
e) Tres fogones a gas o de energía eléctrica.
f) Un horno eléctrico o de gas.
g) Armarios o anaqueles para los víveres y utensilios.
h) Una nevera eléctrica con congelador.
i) Licuadora.
j) Batería de cocina y sus accesorios.
5.6 RESERVA DE AGUA PARA EL APARTAMENTO
Para garantizar el servicio de agua se debe tener:
a) Tanque de reserva para tres días de consumo cuando el apartamento no está en
propiedad horizontal.
b) Reserva para tres días de consumo, cuando el inmueble se encuentre ubicado en un
edificio.
c) Un programa de mantenimiento a los tanques de reserva con sus respectivos registros.

5.7 SERVICIOS GENERALES
Por higiene y salubridad del apartamento se debe:
a) Disponer de un manual de manejo de basuras y de residuos orgánicos.
b) Tener recipientes para la recolección de basuras.
c) Tener un espacio para el manejo de basuras.
d) Tener certificados de fumigación contra el control de plagas.
6. REQUISITOS DE SERVICIO
6.1 HABITACIONES
6.1.1 Seguridad
El apartamento debe tener como mínimo:
a) Las instrucciones de emergencia y evacuación ubicadas detrás de las puertas.
6.1.1.2 Enseres
El apartamento debe:
a) Tener televisor a color con control remoto.
b) Garantizar la señal nacional de televisión.
6.1.1.3 Baños
En los baños se debe tener como mínimo:
a) Una barra de jabón por baño.
b) Papel higiénico por baño.
c) Jabón liquido.
d) Convertidores o adaptadores de corriente.
e) Cesto para papeles.
6.2 SERVICIOS COMPLEMENTARIOS
El apartamento debe tener como mínimo:
a) Servicio de lavandería o facilitar los medios para su realización.
b) Cajilla de seguridad.
c) Información acerca del alquiler de vehículos.

d) Facilitar el pago en moneda extranjera.
e) Acceso a servicios médicos.
f) Información turística sobre el destino.
6.3 SERVICIO DE RESERVAS
6.3.1 Características del servicio
El apartamento en el servicio de reservas debe como mínimo:
a) Asegurar al cliente que su reserva confirmada, es respetada siempre que esté
garantizada por el cliente o según las condiciones pactadas.
6.3.2 Proceso de prestación del servicio
a) Todas las reservas se deben registrar en el mismo momento en que se recibe la
demanda y se confirman de acuerdo con lo dispuesto por el apartamento.
b) Cualquier cambio realizado en una reserva debe estar justificado y documentado.
c) Se debe registrar un número telefónico u otro medio de comunicación del cliente o
contacto para comunicarle cualquier imprevisto o cambio.
6.4 REGISTRO - OCUPACIÓN - ACOMODACIÓN
6.4.1 Características del servicio
Para el registro, ocupación y acomodación de huéspedes se debe:
a) Recibir la comunicación previa por parte del propietario o la autorización por parte del
mismo.
b) Comunicar cuando lo requiera a la administración del edificio el registro de ingreso.
c) Tener el apartamento dispuesto para entregar a los clientes a las horas pactadas según
lo establecido en la reserva.
d) Realizar la acomodación de acuerdo con el área del apartamento.

6.5 SEGURIDAD
6.5.1 Características del servicio
Para garantizar la seguridad del huésped en el apartamento se debe como mínimo:
a) Controlar las entradas a los apartamentos que tengan acceso fácil desde el exterior.
b) Controlar y registrar los visitantes al apartamento.
c) Disponer de mecanismos que aseguren que el cliente recupera los objetos olvidados.

d) Contar con un sistema de manillas, que identifique los huéspedes alojados en el
apartamento.
e) Entregar la llave únicamente a la persona registrada.
6.6 EVALUACIÓN DEL SERVICIO Y ACCIONES CORRECTIVAS
6.6.1 Evaluación del servicio por parte del cliente
a) Disponer de un mecanismo para que el cliente exprese su evaluación con relación al
servicio recibido
7. CRITERIOS DE EVALUACIÓN PARA EL OTORGAMIENTO DEL CERTIFICADO DE
CALIDAD TURÍSTICA
Deben cumplir el 100 % de los requerimientos definidos en la norma y los requisitos legales
vigentes.
