INTRODUCCIÓN
FOREWORD
DIRECTORIO AGROEXPORTANDO 2014 3
The Agroexport Directory of the Association of Agricultural Producers Guilds of Peru, AGAP, is a
reference document that allows both specialized readers and those who do not know the industry
well, to get a broad view of the performance of agro exports. It is also useful for understanding
which are the referential crops and the key players in the industry (associated to the AGAP guilds
and suppliers in the many businesses connected to the industry).
This new edition, as is tradition since the first edition published, offers the viewpoint of the
different guilds that make up our association, based on their experience in the previous harvest and
on their forecasts for the following season. One difference since last year is the introduction of a new
guild, ProGranada, que groups together producers intent on boosting pomegranate sales towards
international destinations.
Each of the guilds has its own particular aims. However, in general, those that are grouped in AGAP
have plans to invest at least $250 million in planting and harvesting of fresh fruit and vegetables.
The most prominent crops in this investment plan include asparagus, avocado and table grapes,
although there are also plans for products such as blueberries and pomegranates.
Our publication seeks to allow readers a clearer understanding of the difficulties of one of the most
important sectors in non-traditional exports. It is a very important contribution, and its results
should be seen as a firm commitment to the entire value chain. Even more important is the fact
that is one of the industries with the greatest impact on direct and indirect employment levels.

Our portfolio is to invest S/.650 million (US$235 million) in the south
coast region of Ica to execute water infrastructure projects that are
designed to maintain the region’s farming potential. We are working
in coordination with the authorities in the region in order to meet this
objective.
The work consists in working together with the Regional Government
to identify the projects and undertake technical studies, in order to begin
water infrastructure works in 2015, taking into consideration that the Ica
region currently has between 65 000 and 68 000 hectares of cultivated
land. In light of the water stress problem, our contribution will be focused
on the projects of Choclococha, already developed, the Ingahuasi canal,
the Tambo reservoir, as well as the Lancha canal and other works that
may be needed.
It is impressive how, in recent years, agriculture and agro exports have
contributed to the reduction of rural poverty, which dropped from 83.4
percent in 2004 to 53 percent in 2012. One of the greatest achievements
of the agro export industry has been to increase farming productivity
by almost 50 percent over the past decade, creating more than 450 000
direct jobs.
Our commitment to the sector is through four key points of intervention
to promote the development of the nation’s agriculture industry:
encouraging competitiveness, articulating products with markets,
agricultural health and safety, and promoting private investment.

Our ministry is working on a new Strategic National Export Plan
(PENX), which is scheduled to be ready in the third quarter of this
year. We believe it is necessary because it will allow us to review how
commercial promotion strategies should be developed.
Our promotion efforts are necessary, following the results achieved last
year: in 2013, non-traditional exports came to US$11 billion, which was
a decline of 1.7 percent compared with results in 2012. Although fruits
and vegetables performed well, other sectors were not as successful.
The plan is to be carried out by Peru’s commercial offices abroad, and
the principal goal is to increase non-traditional exports by 10 percent. It
is important to help the regions in Peru’s interior to develop their export
offer, and to achieve this, the ministry will continue to implement the
Regional Commercial Offices for Exports (OCER).
However, the strategy to help the growth of agro exports does not only
mean identifying a new export offer but also gaining access to new
markets. To achieve this, Peru could begin negotiations for a free trade
agreement with Indonesia. Russia has already responded positively
to a request to negotiate a trade agreement, while an agreement on
investment promotion is being assessed with Middle East countries.

It is always believed that the most productive regions for fruits and vegetables
are Ica, La Libertad and Piura. Nevertheless, based on the progressive vision
held by investors, the agro export industry has seen an important growth in
the number of areas under cultivation in the regions of Arequipa, Ayacucho,
Lambayeque and Pasco. Products such as avocados, artichokes, sweet peppers,
pomegranates, granadilla, berries and others have begun to gain ground in these
regions.
However, this diversification of farming areas is growing alongside irrigation
projects that are aimed at setting a trend towards modern, extensive and
responsible agriculture, in which private investment is also a player. The
Chavimochic III and Majes-Siguas irrigation projects, for example, in the
regions of La Libertad and Arequipa, respectively, will help boost development
in these areas and in the agricultural industry.
These two factors — expanding cultivation areas and new irrigation projects
— need to work hand in hand with other aspects that boost the agro export
business. These include the importation of fertilizers at competitive prices, the
consolidation of free trade agreements, and legal stability as a trust factor for
entrepreneurs in the industry.
Encompassing all these factors, we should also continue working on diversifying
the market destinations to which our crops could be shipped. The quality
of Peruvian fruits and vegetables, delivery times, rapid response to clients’
orders, and the responsibility of agro exporters in different aspects (legal,
logistics, ecological, health, etc.) have contributed to our reputation as first class
suppliers. We need to continue on this track.

Piura produces 75 percent of the country’s mango crop, followed by Lambayeque with 15 percent and Ancash
with 10 percent. In terms of the varieties with the greatest export potential, 95 percent of shipments are of the
Kent variety, which stands out for its good appearance and flavor.
The sector’s good performance is due to a number of aspects, some domestic and others external. The former
included the winter weather, which was beneficial since it led to greater flowering; the maturity of the trees
increased the yield; the lack of rain during the harvest; and more frequent shipments from the port of Paita.
In the latter, the international markets are responding positively to the shipments.
The challenge in the industry lies in a sustained increase, as in the last season, when the product was of high
quality, and high volumes were shipped at stable prices. It is necessary to understand that the producers,
packers and exporters must all be focused in order to be competitive.
APEM, with a view to consolidating the sector’s situation, is developing a manual on the harvest and post-
harvest of Peruvian mango, which involves an entire chain from the producers to collectors, exporters, shipping
companies, even universities. In order to attain this objective, we are consulting the specialists throughout
the chain.

Every year in Peru there are 1 000 new hectares of asparagus being planted and another 1 000 being replaced.
Investors in the industry are carrying out tests in Chiclayo to assess whether it is possible to grow asparagus
further north, in Piura as well as in Tumbes, where there are no crops suitable for export.
Over the past two years, through the National Agrarian Health Service (Senasa), farmers have been
coordinating shipments of asparagus to China. At the same time, they are negotiating the details to open the
New Zealand market, and now wait for the New Zealand health authorities to meet with Senasa for the final
discussion on phytosanitary protocols.
Negotiations are also underway to gain access to the Indian and Turkish markets, working within the
framework of bilateral meetings that are aimed towards a free trade agreement.
The production and quality of Peruvian asparagus is underpinned by good production levels, with 30 000
hectares under cultivation (an average of 10 000 to 15 000 kilos per hectare), with two harvests per year, while
in other countries the yield is 3 000 kilos and only one harvest per year.
United States authorities have determined that Peruvian asparagus must be fumigated on entry to the country,
and ways are being sought to improve phytosanitary conditions in order to avoid this step, as it places the fresh
produce at a disadvantage by reducing its shelf life and making it less competitive. We should remember that
Peruvian asparagus is highly regarded.

El 2013 se exportó 95 mil toneladas de cítricos (US$ 85 millones), de las cuales la mandarina representa el 55%;
For the 2014 season, the ProCitrus forecast is that citrus fruit exports will reach 115 000 tonnes, an increase
of 18.6 percent over the 95 000 tonnes of the previous season. The growth is the result, fundamentally, of
a greater production in table fruit, due to greater setting. For example, production of the Satsuma variety
of mandarin oranges is expected to increase by 30 per cent. Additionally, the W. Murcott variety has been
planted only recently, and is just beginning to mature and increase its yield. Both varieties represent around
65 percent of total shipments.
In the production of oranges, the post-harvest process is being improved to be able to ship the produce to China
without quality problems during the journey. The demand in the huge Asian country is for table oranges.
However, Peru made no shipments to that destination last year because its supply was already committed to
other markets. Production is basically of the Valencia (juice) and Navel (table) varieties.
The export season for citrus fruits starts at the end of February and lasts until the end of August. The most
critical time in fruit cultivation, in terms of quality, is the flowering and setting of the fruit. During this period
(from Spring to the beginning of Summer) there were no weather anomalies, and thus the growing cycle of
the crop has been normal.
In 2013, exports of citrus fruits reached 95 000 tonnes (US$85 million), of which mandarin oranges
represented 55 percent; tangelos 30 percent; oranges 10 percent; and grapefruits and lemons, 5 percent.
ProCitrus represents 25 percent of national production and 85 percent of exports.

There are 1 500 hectares of pomegranate in Peru, located in the coastal regions of Lima, Ica, La Libertad and
Ancash. Production on this land reaches 12 000 tonnes, of which 90 percent is produced by 14 companies that
make up ProGranada. In total, these companies manage 1 300 hectares.
Iran is the world’s main producer and one of the most important exporters of fresh and concentrated fruit.
Other producers also include China, India and the United States, but most of the production is intended for
the domestic market. Peru exports the Acco, 116 and Wonderful pomegranate varieties.
Peru can only ship pomegranates to Europe, Canada and the Middle East, but it is unable to export to
the United States, for example, as Chile does, because it lacks a plant health protocol. The association has
begun to work on opening the U.S. market through an American company, which is working with the U.S.
government, its Department of Agriculture and with Senasa to enter the market in two years’ time.
The pomegranate season in Peru begins in February and lasts until May. However, the season is to begin in
January in the future, because varieties are being planted that mature 45 days earlier than the Wonderful,
which is the main variety.
ProGranada seeks to strengthen the production and sale of pomegranate in the world’s most important
markets, starting with the United States, to which it currently on exports seeds of the fruit under strict plant
health measures.

Europa.
ProHass groups together 74 members, which represent more than 10,000 hectares throughout Peru. It could
be said that we are the second largest export of Hass avocados in the world, as a result of strong export results.
Ica and La Libertad are the largest production areas, although new areas are opening up in the south Andean
highlands, specifically in Ayacucho.
In plant health matters, ProHass and Senasa have carried out studies to prove that the Hass avocado is not
a host to fruit flies, which has helped to enter the United States and Chile without quarantine treatments.
We are working with Japan and China to open those markets. With regards to Europe, 95 percent of the fruit
reaches Holland, to be exported to France, England, Germany, Russia, etc.
This year, exports are expected to reach 140 000 tonnes, which shows a growth of 40 percent over the harvest
the previous year. This growth is seen as the result of greater shipments to Europe.

The growth of the grape industry is based on a number of pillars. However, the opening up of more markets
has certainly led the export of table grapes on the right track. One example is China.
As a result of a process that began in 2010 with the signing of a free trade treaty with the Asian giant, export
tariffs have dropped from 15 percent to 3.9 percent, and will reach 0 percent in 2015, which directly benefits
producers and exporters.
The benefit of this new market has been such that China is currently the crop’s principal destination, with a
strong forecast of continuing to be so for a long time. Of the ten main markets to which grapes are shipped,
four are in Asia: China, Thailand, Indonesia and South Korea.
ProVid is working on opening the Japanese market, where tests have been made over the past four years. The
industry expects a Japanese health mission to be in Peru at the end of the year to carry out tests at the place
of origin, and so open this destination.
The export offer is a result, principally, of greater production in regions such as Ica, Piura, Lambayeque and
La Libertad, which coincides with a drop in coffee exports due to coffee leaf rust. Table grapes have come
to represent 21.7 percent of the total of Peru’s agricultural exports, including traditional and non-traditional
produce.
