2. Objetivo
Promover una red entre ciudades que se
enfrentan a HCiD en contextos de violencia
urbana, para que puedan compartir buenas
practicas y soluciones concretas.
3. Proyecto piloto
Financiado por “Iniciativa de Innovación”, que
busca promover nuevos enfoques (ej.
tecnología, nuevas tipologías de partenariado y
fondos)
4. Cronograma
• Fase 1: estudio de factibilidad (2019)
Consultoría King’s College (junio)
Delegado HCiD (julio-diciembre)
• Fase 2: operacionalización (2020)
6. Desde “local” hasta “global”
• Autoridades municipales afectadas por problemáticas
globales (ej. armas nucleares, inclusión de migrantes,
medioambiente)
• Se unen para que su voz sea escuchada a nivel global
(ej. Mayors for Peace, Mayors Migration Council, C40)
7. Desde “global” hasta “local”
• Comunidad internacional reconoce más y más las
experiencias locales
• Organizaciones internacionales soportan e impulsan
iniciativas entre ciudades (ej. OMS Healthy Cities)
9. Criterios
• Bastante similitudes y bastante diferencias
• Delegaciones interesadas o que ya están
operacionalizando HCiD
• Aceptable relación política/diplomática entre
los países donde las ciudades se encuentran
10. 3. Oportunidades
• Ciudades más flexibles, rápidas y cercanas a los
problemas prácticos que los Estados.
• No hay redes sobre HCiD, a pesar de que muchas
ciudades se enfrenten a problemas similares
(violencia sexual, amenazas, violencia en hospitales)
• Hay redes en salud y resiliencia pero no toman en
cuenta las ciudades más desconectadas
• Reforzar el papel del CICR como actor humanitario
en contextos urbanos
11. 4. Retos
• Faltan estudios sobre la metodología para crear
una red entre ciudades
• Desarrollar relación entre pares (no mentores)
• Asegurar dos niveles: imagen+técnico
• Formato (ej. partenariado? grupo de trabajo) y
gastos
• Idiomas diferetes
In urban environments, where we increasingly work, we find it difficult to cope with the scale and complexity of response. Even the needs and expectations of beneficiaries are changing as they get more connected and vocal through social media.
In a sense we have no option: if we want to remain relevant and effective we have to think differently and do differently. And even though we’re not used to doing it, we will need to engage with external partners to help us.

The development of an algorithm which can establish links among victims and their likely destination by working with an experienced research team from the Calculus Institute of the Facultad de Ciencias Exactas y Naturales, Universidad de Buenos Aires (CONICET), Argentina.
